Reading between the lines, you don't get the impression that this was a great implementation.
It always fascinates me how it surprises system implementers when already busy clinicians don't willingly adopt systems that don't help them do their job and slow them down.
"there was resistance to change... we need a clinical champion, a change agent and more training"
ummm.... why not just provide a system that is intuitive or self-explanatory? and that makes clinicians lives easier rather than harder? No actually that isn't one of the report's recommendations!
